Retainer arrangements suit that better than commissioning each film separately, and they work out cheaper. A single shoot can often produce material for three or four films if it is planned that way from the beginning.
Yes, on request at handover. It means a film can be recut a year later for a different purpose without paying for another shoot. Plenty of companies hold raw footage back, so it is worth asking whoever else you are speaking to.
